I couldn't find the answer to this in the Auctorati information.
Are the "special" or "named" characters allowed?
The recent army books, form Orcs & Goblins onwards, have a number of special or named Heroes in their army books. Unlike the earlier books these don't mention requiring your opponents permission.
The potential ones I can think of are as follows:
Orcs & Goblins: All Lords, so no problem Empire: Luther Huss, Ludwig Shwartzhelm High Elves: Caradryn, Korhil Vampire Counts: Mannfred the Acolyte, Konrad von Carstein, Isabella von Carstein Daemons: Disallowed - book not released early enough
There's also Jospeh Bugman in the Dwarves book.

My answer is yes they are allowed so long as they do not breach other criteria (as per your examples) e.g. Lords normally not allowed for 1500 point armies. I will post an updated word documnet to you on email so you can add to the site. I was seriously thinkinh about taken bugman and his rangers last year.

Oddly enough, he's one I'm seriously considering too. He's only borderline "good value" though.
Once you've factored in his Rune Axe, Crossbow, Immunity to Fear & Terror, he appears to pay roughly 10 pts for Scout, +1 BS, +1 I , and the real bargain, +1 LD. And the ability to heal a wound if out of combat.
However, you have the also consider that he forces you to take a unit of Longbeard Rangers - not cheap at all. So, a bit of a bargain if you want a unit of Longbeard Rangers.
Still, he's a little tempting ;D
Pity there's no more time for army testing, as I'm not convinced my Dwarf build is good. Probably use my Bretts instead.

I went for VC as I had seen all the painting you had been doing and thought that you would want to use your new toys.
Incidentally can different characters have the same bound items; for example could two priest both have a doom fire ring?

No, you can have only one copy of any magic item (excluding dispell scrolls) in any army.

He just said you wouldn't take Brets, and had been manically painting Undead (the best way to paint them). Terry popped around last week and saw Ghouls everywhere. A week is a long time in painting though and my desk is covered in Dwarf shields at the moment. But as an indication of my indecision there's also - Konrad, Vlad, Mannfred, a black coach, Crpse Cart and a Varghulf Dwarf Organ Gun and Flame Cannon, 15 Miners and 15 Rangers, plus Bugman and 3 Engineers A field Trebuchet Squig Hoppers The Trebuchet is closest to finished ;D

I'd have to recheck my copy of the rules, but I'm reasonably sure the main rulebook states that the only item that you can take more than one of is the dispell scroll.
One or two armies have some other items that breaks that rule of course. Dwarfen runes of stone, skaven warpstone tokens, etc.

I'am about 99% sure your right on that - only dispel scrolls can be doubled up, all the other shiny stuff is one only for the entire army
Otherwise I'd merrily give all my mages a Jewel of the Dusk (adds a extra power die) and have two banners of sorcery
Now wouldn't that make for a REALY scary magic phase: 13-17PD (2 pool, 3 for each lvl2 mage, 2d3 from the banners)
Pity it's illegal

Ditto not having the rules on me, but I know two Dark Elf armies that have won US GW tournaments make use of 3+ Power Stones and it's a pretty popular Dark Elf build. I thought both Power Stones and Dispel Scrolls were covered by the same exception.

You could be right. I never use power stones, so I don't remember if they're covered by the same ruling. You've made me wonder now, so I'll have to check when I get home tonight.

You can have as many as you can afford, plus another Arcane item if you like. You can only use one set per spell though.
