I think you have have the detailed right answer. In Previous competitions you were allowerd to change laws as the WHFB book did not cover this, however the latest rulebook specifically does henxe why I put it in the rules note this time round.

A quick question about the Auctorati tournament's status; summer is here and it might be nice to get together to play some Warhammer as a club.
Is it still possible to have the club's WHFB tournament for the 2010/'11 season? We are well into 2011, and there hasn't been an Auctorati 2010/'11 club tournament. Rather than breaking with the tradition of a yearly event, I'm sure most would agree it would be nice to have had it done and dusted.
Perhaps it can still be done by changing it to a knock out format rather than a league and scheduling the bulk of play for an All Day Sunday. The semi finals and final could then be run on a regular club night if there wasn't time to resolve them on the All Day Sunday.
Steve, Thank you for trying to get this off the ground, its a shame after all the work has been put in. Roll on the 2011 competition, but I suspect that this will be problematic due to the new books that have started to appear.
