I think it's likely try to persuade the demands of the Morokanth down, whilst trying to persuade the other guys to pay them. This sounds fairly simple but it's probably going to be a little harder, and may be a little swingy to pull off.
Trying to appease both groups would be ideal for keeping the land not threatened by incensed tribals.
